HIV/AIDS Policy
Carthage has adopted a non-discriminatory Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Policy based upon the guidelines suggested in the December 2,1985, General Statement on Institutional Response to HIV/AIDS by the American College Health Association. In the event an administrative decision needs to be made with respect to an individual student, faculty member, or staff member with HIV/AIDS, it will be made on a case-by-case basis by the appropriate administrative offices in consultation with both medical and legal experts. The right to privacy for all individuals will be respected and protected, and the confidentiality of any records that may be required will be maintained. The Carthage HIV/AIDS policy can be found in the Faculty Handbook. Questions regarding the Carthage HIV/AIDS policy may be directed to members of the Dean of Students Office.
Alcohol and Other Drug Abuse (AODA) Policy
Carthage College recognizes that students often need education and assistance because a person significant to them is afflicted with chemical dependency, or because they require support in their own decisions not to use or abuse alcohol and/or other drugs. Since chemical dependency frequently precedes AODA, Carthage wishes to provide education and assistance to any student displaying the signs of such harmful involvement. Chemical dependency is a serious illness that can be successfully treated if identified early, if appropriate referral to community agencies is made, and if adequate support is afforded those who are in the process of recovery.
Carthage College adheres to the laws of the State of Wisconsin with regard to the consumption of alcohol, thereby recognizing that individuals under the age of 21 are not of legal drinking age. Given that the majority of the student body at Carthage is under the legal age for purposes of the possession or consumption of alcohol, the College policy is designed to accommodate that majority.
Inappropriate public display of signs, posters, or other objects with references to alcohol, drugs, and accumulations of containers (i.e., bottles, cans, kegs, and boxes) are prohibited.
All violations of Carthage policies or state and federal laws are subject to sanction under the community code. The students' rights and responsibilities outlined herein will be adhered to as the standard administrative practice regarding student discipline and students' rights. The entire campus community must assume the role of promoting and enforcing a sense of personal responsibility and exhibiting responsible behavior toward the consumption of alcohol.
1. The possession, manufacture, sale, use, consumption or delivery of alcoholic beverages or controlled substances, or paraphernalia associated with the use of alcohol or other controlled substances by students on the campus of Carthage is prohibited (except; as noted in number 7, on following page). This paraphernalia includes but is not limited to: bottles and cans either empty or full; bongs used for drinking or smoking; "bar like" structures, tappers, kegs, waste containers in excess of 5 gallons. The rule will be strictly enforced. The College reserves the right to inspect any and all parcels brought onto campus, to confiscate alcoholic beverages or other controlled substances and the paraphernalia associated with the use of alcohol and other controlled substances, and initiate disciplinary procedures. Carthage respects each student's right to privacy, but reserves the right to inspect students' rooms and packages as outlined in the "Student Room Entry" section of this Handbook.
2. Use or possession of alcoholic beverages or controlled substance by students off campus is governed and controlled by the laws of the state and/or local law enforcement agencies. Carthage will cooperate with state and/or local law enforcement agencies and owners or proprietors of bars, taverns, restaurants, or other establishments to counteract known violations of College policy and state and local laws by students or student groups associated with the College.
3. Students not using alcohol or other drugs themselves, but knowingly associating with other students or student groups who are violating the College AODA policy, will be subject to the same disciplinary action as those students who were actually violating the College AODA policy. At the discretion of the Dean of Students Office, public place exceptions may apply to individuals who are in a public place (i.e. hallway) with another student who is violating the AODA policy.
4. Undesirable conduct stemming from off-campus usage of AODA is subject to disciplinary action by the College, as outlined herein.
5. Any group or organization which permits undesirable conduct stemming from off-campus AODA usage is subject to disciplinary action by the College, as outlined herein.
6. The residence halls at Carthage shall be considered student Alcohol and Drug-free zones at all times. Likewise, WOH's Place shall be considered a student Alcohol and Drug-free zone at all times during the academic year.
7. The College reserves the right to serve alcoholic beverages, at its discretion, at events in the Todd Wehr Center or elsewhere on or off campus (with the exceptions noted above) to individuals who are of legal drinking age. The College also reserves the right to monitor alcohol consumption by individuals at these events, and to take appropriate steps to assure the safety of all concerned. The College may invite students who are of legal drinking age to such events.
8. Students are not allowed to transport or consume alcoholic beverages on College sponsored trips.
AODA Violation Sanctions:
- Violations of the Carthage AODA Policy will be considered cumulative during the entire period the student is enrolled at Carthage in determining disciplinary action for repeated violations of the policy.
- Disciplinary action will be taken with regard to the use or abuse of controlled substances. A violation may result in a student's suspension or dismissal from Carthage. Local law enforcement agencies may be summoned, AODA assessment may be required, fines may be assessed, and action similar to other AODA violations may be imposed.
- Disciplinary sanctions increase in their severity with repeated student infractions of the AODA policy. Disciplinary sanctions may also be increased in their severity with the presence of common sources of alcohol.
The following sanctions shall be employed:
a. First Offense - one point assessed, $25 fine imposed
,may be required to attend an AODA Workshop (failure to attend the workshop will result in further disciplinary action), possible community service or educational assignment, and/or possible chemical dependency evaluation/assessment and/or treatment paid for by student.b. Second Offense - two points assessed, $150 fine imposed, required to attend an AODA workshop, disciplinary probation and/or suspension, possible community service or educational assignment, possible chemical dependency evaluation/assessment and/or treatment paid for by student.
c. Third Offense - two points assessed, $250 fine imposed and/or suspension/dismissal from the College (length dependent upon severity of accompanying offenses), mandatory chemical dependency evaluation/assessment and/or treatment paid for by student, and possible community service.
d. Subsequent violations of the AODA Policy - two points assessed, a $350 fine and suspension/dismissal (length dependent upon severity of accompanying offenses), recommendation for chemical dependency evaluation/assessment and/or treatment.
4. Students failing to attend an assigned AODA workshop will face additional judicial charges (non-compliance) as well as the imposition of an additional fine.
NOTE: Fines collected for violation of the alcohol policy are dedicated to alcohol abuse prevention efforts and educational programming.
Alcohol and Other Drug Abuse Information
Health Risks Associated with Abuse
Use of Drugs or controlled substances, except under professional supervision and prescription, and abuse of alcohol is dangerous. Drugs and alcohol abuse jeopardizes the well being of the individual and the community. Decreased productivity and learning, serious health problems, breakdown of social relationships and strain on personal and societal resources follow abuse.
Serious health risks are associated with the use of alcohol, including:
- Loss of muscle control, poor coordination and slurred speech
- Fatigue, nausea and headache
- Increased likelihood of accidents
- Impaired judgment
- Possible respiratory paralysis and death
Habitual heavy drinking can lead to:
- Alcoholism
- Damage to brain cells
- Increased risk of cirrhosis, ulcers, heart disease, heart attack and cancers of the liver, mouth, throat and stomach
- Hallucinations
- Personality disorders
Serious health risks are associated with the use of illegal drugs, including:
- Increased susceptibility to disease due to a less efficient immune system
- Increased likelihood of accidents
- Addiction
- Death by overdose
- Anemia
- Poor concentration
Applicable Legal Sanctions
Under the statutes of the State of Wisconsin, any person under the age of 21 who does any of the following is guilty of a violation:
- Procures or attempts to procure alcohol beverages from a licensee or permitee
- Unless accompanied by a parent, guardian, or spouse who has attained the legal drinking age, possesses or consumes alcohol beverages on a licensed premises
- Enters, knowingly attempts to enter, or in a licensed premises unaccompanied by a parent, guardian, or spouse who has attained the legal drinking age
- Falsely represents his or her age for the purpose of receiving alcohol beverages from a licensee or permitee
Persons committing the above violations are subject to the following penalties:
- First violation - a fine of not less than $250 nor more than $500, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of previous violation - a fine of not less than $300 nor more than $500, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of two previous violations - a fine of not less than $500 nor more than $750, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of three or more previous violations - a fine of not less than $750 nor more than $1000, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
Additionally, a underage person not accompanied by his or her parent, guardian, or spouse who has attained the legal drinking age, who knowingly possesses or consumes alcohol beverages is guilty of a violation, and subject to the following penalties:
- First violation - a fine of not less than $100 nor more than $200, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of previous violation - a fine of not less than $200 nor more than $300, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of two previous violations - a fine of not less than $300 nor more than $500, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
- Violation within 12 months of three or more previous violations - a fine of not less than $500 nor more than $1000, suspension of operating privileges, participation in a supervised work program or other community service work, or a combination of these penalties
An adult who knowingly permits or fails to take action to prevent the illegal consumption of alcohol beverages by an underage person on premises owned by the adult or under the adult's control is guilty of a violation. The potential penalty increases with each subsequent offense, and may be up to a $10.000 fine and 9 months of imprisonment.
The unlawful manufacture, distribution, delivery or possession with intent to manufacture, distribute or deliver a controlled substance or controlled substance analog is a violation subject to a fine up to $1,000,000 and imprisonment up to 45 years, dependent upon the amount and type of substance involved in the offense. The applicable penalties increase under several specific circumstances, including offenses occurring subsequent to prior offenses, offenses on or near certain places and offenses involving persons 17 years of age or younger. Such offenses also subject a person to forfeitures of property associated with the offenses.
The unlawful possession or attempted possession of a controlled substance or controlled substance analog is a violation subject to a fine of up to $10,000 and imprisonment up to 3 years, depending on the type of substance involved and whether there have been previous offenses. The applicable penalty will increase if the offense is committed on or near certain places.
Federal law also penalizes the manufacture, distribution, possession with intent to manufacture or distribute, and simple possession of controlled substances. The law sets out the following sentences for first-time offenders:
- A minimum of ten years and a maximum of life imprisonment or fine of $4,000,000 or both for the knowing or intentional manufacture, sale or possession with intent to sell, of large amounts of any narcotic, including heroin, morphine, or cocaine (including "crack"), or of phencyclidine (PCP), or of LSD, or of Marijuana (1,000 kilograms or more).
- A minimum of five years or $250,000 or both for similar actions involving smaller amounts of Marijuana (50 kilograms or more), hashish, PCP or LSD, or any amounts of amphetamines, barbiturates and other controlled stimulants or depressives.
- Four years or $30,000 or both for using the mail, telephone, radio or any other public or private means of communication to commit acts that violate the laws against the manufacture, sale, and possession of drugs.
- One year or $1,000 or both for possession of any controlled substance.
State and federal law make crimes of many different activities involving drugs. Simple possession, giving or merely offering drugs is an illegal act.
Educational Programs
The Health and Counseling Center offers programs for students on alcohol related topics. These programs may be presented in classes, on residence hall floors, or for organizations. The content of these programs can be tailored for the particular group or audience. An example of a program is "Academics and Alcohol", which examines school related consequences of alcohol use such as missed study time, missed classes, and poor grades.
The Dean of Students Office sponsors an alcohol education workshop for students. This workshop covers topics such as patterns of alcohol use, beliefs about alcohol use, and consequences of alcohol use. The Dean of Students Office also has contracted with "Outside the Classroom" to provide an on-line alcohol education course.
Assessment and Treatment
The Health and Counseling Center provides informal assessment of alcohol concerns, and counseling is available for all students. Students seek counseling for a range of concerns including relationship problems, depression, and adjusting to changes in college. Students also discuss alcohol concerns in counseling, and it may play a role with any of the problems listed above.
Carthage College refers students to clinics in the Kenosha area for formal alcohol assessment and treatment. The Dean of Students Office or the Health and Counseling Center can provide students with such information whenever needed or requested by students. Any member of the Carthage community concerned about their own substance abuse problem, or the substance abuse problem of someone close to them, may contact the Dean of Students Office, a Dean of Students staff member, or the Health and Counseling Center to be put in contact with an appropriate assessment and treatment resource.
Alcoholics Anonymous and Al-Anon
AA (Alcoholics Anonymous) and Al-Anon (friends/family of alcoholics) hold weekly meetings on or near Carthage's campus. For reasons of anonymity the location is not publicized. For questions and/or location of the meetings, students may call an off-campus number, 551-7371, or write to jamplus@acronet.net. Recovering members, not affiliated with the college, will respond to your inquiries and maintain your anonymity.
Informational Materials
The Health and Counseling Center offers free brochures to students on topics related to alcohol and drugs, as well as a range of other physical and mental health topics. Any student may gain access to the on-line alcohol education course by making a request with the Dean of Students.
Bicycles
Bicycle racks are available in front of each building. Bicycle riding is absolutely prohibited in the residence halls and all campus buildings. Bikes are to be stored in the student's residence hall room or in the bike racks outside residence halls. Bicycles are not allowed in any campus building other than for storage purposes in residence hall rooms. Bikes are not to be stored in public areas in the residence halls. A campus sticker is not necessary to maintain a bike on campus. Bikes chained or affixed to public infrastructure, such as railings, light posts, and trees, will be removed and discarded. Any bicycles unclaimed within 72 hours of residence hall closing for summer recess may be discarded.
Complaint Policy
Students and institutional personnel may address formal complaints to any Officer of the College. A student may also address any formal complaint to the Vice President for Academic Affairs in Lentz Hall, room #303. The Vice President for Academic Affairs will then forward the complaint to the appropriate Officer. All complaints will be investigated and acted on in a timely manner. While we will ensure the anonymity of complainants, Carthage must share information about complaints with our accreditor, although individual identities will be shielded in that case.
Condoms
The College does not sell or distribute condoms. No organization or activities affiliated with the College may sell or distribute condoms. Students may contact the Health & Counseling Center for the names and phone numbers of agencies that distribute or sell condoms.
Computer Use Policy
Carthage is committed to providing computer technology resources and support in order to enhance the Carthage educational experience and further the goals of the college. This set of policies is designed to provide users with information to facilitate effective use of computer technology resources at Carthage.
Due to the changeable nature of computer technology, these policies may be revised or amended as needed in the future. The College reserves the right to publish such changes and amendments as necessary, and each user is responsible for complying with all applicable policies.
Carthage College uses e-mail as an official form of communication. Each student's Carthage e-mail account is the e-mail address of record. All students are expected to check their Carthage e-mail accounts regularly.
It is expected that the computer technology resources provided by Carthage, whether on or off campus, are used in a manner consistent with the purpose and the principles of the College. The following policies describe what is and is not acceptable use of Carthage's technology resources:
1. Compliance with the Computer Use Policies - Students are expected to comply with the terms of the Carthage Computer Use Policies and to report any violation of these policies to the Dean of Students' Office immediately. These policies apply when accessing Carthage's computer technology resources, from on or off campus, and when using Carthage's resources to access the computer networks of other institutions. Other institutions may have more restrictive use policies, and students must abide by those policies as well as the policies of Carthage College.
2. Lawful and Permitted Purposes - Student use of Carthage's technology resources is restricted to lawful and College approved purposes. Approved primary purposes include teaching and learning, and official College business. Permissible secondary purposes include College-related social, personal, and community functions and activities. Use of the technology resources for secondary purposes is always subordinate to use for primary purposes and must not involve significant use of technology resources, direct costs, or substantially interfere with the performance of teaching and learning, official College business, and administrative matters. The use of resources for purposes not specifically permitted by the College, or assisting others in infractions of College policies, is prohibited.
3. Network Account Usage - A user id and password are assigned to students solely for their individual use and should not be shared with anyone. Students are responsible for all functions performed from their assigned network account. For this reason, students should not leave any machine unattended while logged on, as others may attempt to use that account for purposes that violate this policy. In addition, any attempt to discover and/or disclose another's password is a violation of this policy.
4. Network Access Rights - Each student network login provides access to certain drives, directories, and files on the Carthage network. Any attempt to bypass network security or otherwise obtain access to restricted areas without permission is a violation of this policy. Possessing tools for bypassing or probing security will be considered an attempt and is, therefore, in violation of this policy. Any student unintentionally gaining access to any restricted area is required to inform the Dean of Students' office immediately.
5. Self-Identification - Students are responsible for identifying themselves accurately in electronic and verbal communication. Concealing or falsifying the identity of the user or of the machine being used is fraudulent and prohibited.
6. Offensive Communications or Materials - Installing, posting, distributing, or transmitting sexually explicit and/or pornographic images, or materials considered harassing, threatening, or obscene (as defined in section 1460 of Title 18, United States Code) via Carthage resources is prohibited. Carthage resources include, but are not limited to, workstations, servers, and the network infrastructure.
7. Resource Utilization - To maximize the availability of Carthage's technology resources for the approved primary purposes of teaching and learning, students are expected to refrain from activities that generate excessive network traffic. These include but are not limited to:
- Chain letters and pyramid schemes;
- Inappropriate or unsolicited advertisements (all advertisements, promotional material, or other types of solicitation must have prior approval by the Dean of Students);
- Posting irrelevant or inappropriate electronic messages to multiple recipients ("spamming");
- Multiple unsolicited electronic messages to a single recipient ("mail bombing").
Electronic mailing lists (listservs) may be maintained that allow Carthage users to subscribe/unsubscribe to electronic mailings. These lists would fall under the category of solicited advertisements. Electronic mailings to all individuals on such lists may require prior approval of the list moderator. The names and e-mail addresses of individuals on mailing lists may not be distributed outside the Carthage Community.
8. Copyright and Intellectual Property
- Students must respect copyright and intellectual property rights of others. Copying of materials, which belong to others, including passwords and files constitutes a breach of the policy. Note that unauthorized duplication or transmission of copyrighted or other proprietary content could subject the student to criminal prosecution as well as personal liability in a civil suit. Because Carthage College does not require, request, or condone unauthorized copying or use of computer software, such action is not considered to be taken in the course of employment. The College will not provide legal defense for individuals who may be accused of making unauthorized copies of software even if these individuals maintain that such action was taken in the course of their employment. If the College is sued or fined because of unauthorized copying or use, it may seek payment from the individuals as well as subject them to disciplinary action.
- Students must use Software owned or licensed by the College in accordance with the applicable license. Viewing, modifying, or damaging information without authorization (including intentional introduction of viruses or unauthorized access) is unethical, may be unlawful, and is in violation. The best position for users to take is to assume that copying of software for use on an additional machine is prohibited unless authorized by a member of the Computer Center professional staff.
- Students may, in accordance with College policies, electronically distribute or duplicate information, software, video, graphics, photographs, music, and other material that does not fall under copyright, trademark, or other intellectual property protection. Material for which the owner has provided permission may be distributed or duplicated in accordance with the owner's permission(s). Copyrighted material students may use should display a phrase similar to "Copyright owned by [owner's name, date]; used by permission."
9. Installation of Software - Unauthorized installation of any software on Carthage-owned computers is prohibited. Such installation may violate copyright and/or license agreements and may overwrite or interfere with other programs and/or the operating system software.
10. Use of the Carthage College Name - The Carthage College name may only be used in an official context for College business. To avoid misrepresentation of Carthage College, do not use the Carthage College name or any symbol, graphic, text, or logo associated with Carthage College in a manner implying endorsement of any political, social, or commercial activity or in a context that implies official endorsement by the College without prior written approval of the Dean of Students or other appropriate College authority.
Consequences of Computer Use Policy Violations - Violating the Carthage Computer Use Policies may result in restriction/revocation of network access, suspension or dismissal from the college, or other actions as deemed appropriate by the Dean of Students' office. Procedures for disciplinary action are described under the Disciplinary System section of the Student Community Code.
World Wide Web (www.carthage.edu)
Carthage's World Wide Web home page is an official College publication and marketing tool, as well as a campus-wide resource. The purpose of the Web page is to disseminate information about the College's mission and academic programs, course offerings, local and non-local news, athletics, the electronic library and other scholarly informational resources, programs, events and services, and faculty and students.
For many people, the Carthage home page provides the first point of contact with and impression of the College. Therefore, the Office of Communications will oversee and assume ultimate responsibility for the content and design of the home page. As with printed publications, the Office of Communications will effect the highest standards of quality and responsibility and maintain a consistent image of the College.
Carthage's New Media Specialist, in consultation with appropriate College personnel, will make recommendations regarding the structure of the site and the appropriate content, will determine who is eligible to create and link a home page to the official Carthage Page, and will set guidelines in order to achieve consistency and coherence between the home page and subsequent pages. In general, responsibility for creating and revising content below the first two or three levels will rest with the department, organization, or specific group. The New Media Specialist will convene the Web Oversight Group whenever necessary. This group will consist of representatives from Academic Information Services, the Computer Center, the Dean of Students Office, the faculty and the student body.
All officially recognized Carthage groups, including faculty, academic divisions and departments, administrative offices, and student organizations, may create home pages and link them to the College's home page. For example, individual faculty pages must be linked to a specific department/division. Student home pages must be linked to an officially recognized club or organization and must follow the guidelines outlined in the Code. The Carthage Web Oversight Group will consider requests for inclusion on a case-by-case basis.
Note: Infringement of copyright laws, obscene, harassing or threatening materials on the Carthage server can be in violation of local, state, national or international laws and can be subject to litigation by the appropriate law enforcement agency. Authors of html documents and those who store resources on the Carthage servers are responsible for what they allow users around the world to access.
Disorderly Conduct
Students are expected to behave in an orderly and responsible manner. Therefore, students who are involved in such actions as physical restriction, coercion, or intimidation of any person on campus; disruption or obstruction of teaching, research, administration, disciplinary proceedings, other college activities; interference with the educational mission of the institution; or defiance of or belligerence toward any College staff member, including students acting in a supervisory capacity, will be considered in violation of this standard. Violations may result in the immediate removal of a student from class or from campus, and may lead to suspension or dismissal.
Dress
Health and safety laws require that shirts and shoes be worn in the dining halls, Todd Wehr Center, and all classroom buildings.
Facility Usage
All students are expected to be aware of, and abide by, the policies of each building. In particular, food and drink are prohibited and / or limited in certain facilities. Students are responsible for following those policies as posted.
Firearms, Weapons, Fireworks
Students are not permitted to have firearms, airguns, stunguns, switch blade knives (other than small pocket knives or kitchen knives), martial arts weapons (hunting knives, guns, BB guns, pellet guns, paint ball guns etc.), ammunition, mace, fireworks or archery equipment in the residence halls, vehicles, or in personal possession on campus. This includes starter or display guns. The possession of firearms, stunguns, fireworks, explosives, mace, pepper spray, articles or substances usable as weapons or means of disruption or harassment of legitimate campus functions, activities, or assemblies; or the use of firearms, fireworks, knives, martial arts weapons, explosives, articles or substances calculated to intimidate, disturb or injure any individual on the College campus is prohibited. There are no exceptions to this policy, including weapons used for sport, entertainment or academic purposes. Any student who violates this policy is subject to serious disciplinary action, which may result in dismissal from the College.
Guests
All hosts are required to register their guests. Failure to register guests is considered a violation of policy by the host. Resident students are responsible for the actions of their guests and will be held personally responsible for any and all policy violations committed by their guests. Resident students are limited to two overnight guests per resident. Overnight guests limited to 72 hour visits at any one time. No overnight guests under the age of 7 are allowed without prior written approval from the Dean of Students. Guests should register in the Carthage Security Office in the terrace level of Johnson Hall. Any individual who fails to produce proper identification, including unregistered guests of Carthage students, will be escorted from the campus.
Hazing
Hazing is any act or conduct that is indecent, endangers the student's well being or scholastic work, which is a condition of initiation, admission into or affiliation with an organization, regardless of a student's willingness to participate in the activity. Such activities are prohibited. Any member of the campus community who violates such prohibition shall be subject to disciplinary sanctions, including the assessment of disciplinary points and may result in suspension or dismissal. Hazing is a violation of state laws and also is subject to criminal proceedings.
All organizations shall be held responsible for the actions of their members, associates, alumni or persons otherwise associated with the organization. The organization shall be subject to suspension and/or revocation of its official campus recognition and privileges by the Dean of Students Office with or without the advice or consent of the governing body of that organization. This policy equally applies to all activities of all recognized or underground organizations including student orientation, all athletic teams and all honorary and professional student groups.
Violations of this policy include but are not limited to any action taken or situation created, on or off campus, to produce mental or physical discomfort, embarrassment, harassment or ridicule.
Health and Safety
The College reserves the right of the Dean of Students' Office to take appropriate action to protect the physical health, welfare, and safety of the members of the Carthage College community. This includes the right of the College to restrict campus access of any member of the campus community for public health reasons. When actions or conditions exist that might result in bodily injury, damage to public or private property or interference with essential operations of the College, officials reserve the right to use all reasonable power, including civil police officers, necessary to eliminate the danger and reduce the emergency. Emergency ambulatory transportation to local hospitals is available to all Carthage students.
The Dean of Students may require a mandatory medical/psychological assessment if a student's condition renders him/her unable to function in the College community without harming himself/herself or others and/or disrupting the educational mission of the institution. In such a situation, the College reserves the right to place students on involuntary medical leave of absence.
Students are expected to use reasonable care for themselves. A student shall take no action that threatens or endangers his or her own safety, health, or life, nor shall a student make any verbal threat of such action. This includes such behavior as suicide attempts, cutting, refusing treatment for life threatening illnesses or conditions (e.g., eating disorders). This policy provides another mechanism for the college to guide students to various sources of assistance along with helping them understand the impact of their behavior on others.
If a student living in a residence hall is making suicidal statements, or attempts suicide, as a matter of policy, the student's family or emergency contact persons will be contacted and so informed. This contact will be made in addition to the conditions, sanctions and agreements made with the student involved.
Injectible medicine is not allowed in the residence halls (i.e. allergy medication). The Carthage Nurse, in consultation with the Dean of Students, can make exceptions for diabetic and other types of medication.
Health & Counseling Center
The Health & Counseling Center is located in the Tarble Athletic and Recreation Center. The Center is staffed by a Registered Nurse and a counselor. The Center consists of a walk-in medical office, counseling center and student insurance claim center. The medical office provides treatment for minor illnesses or injuries. Referrals to a local physician are provided as needed. The Health & Counseling Center has a professional counselor that will see students by appointment. Medical treatment at the Center and counseling services are available at no charge. The Health & Counseling Center hours are Monday - Friday 9:30 a.m. - 1:00 p.m. and 2:00 p.m. - 4:00 p.m.
Honesty
Knowingly providing false information to College officials, or designated agents of the College, is a violation of policy.
Identification Cards
Each full time student is issued a Carthage College identification card. Carthage identification cards are non-transferable and may not be loaned to anyone. The use of ID cards by anyone other than the person to whom the card his been issued is prohibited. Students should carry their Carthage ID card at all times. The student is required to present the card at the request of any College official for purposes of identification. If the card is lost or stolen, please report it immediately to Campus Security and the Dean of Students Office.
In the event of a lost card a new replacement card can be purchased in the Dean of Students Office. A $15 fee will be assessed to the student's business account. Once a new card has been purchased, refunds will not be provided for students who find their original card. If the original ID card is found, it should be destroyed for security reasons.
The student identification card provides access to the residence halls and to the Todd Wehr Center Dining Commons. It must be presented for entry into each meal. Sodhexo Dining Service retains the right to refuse entry to anyone without a valid identification card. Board Services provide dining hall privileges for authorized students.
Attempts to gain entry for meals without authorization and the removal of food from the cafeteria will be considered acts of theft. Such actions will be handled under the College disciplinary system.
In-Line Skating, Skate Boarding, and Roller Skating
In line skating, skate boarding and roller skating on campus, whether for recreation or transportation, must meet the basic requirements of courtesy and respect for persons and property. All such activity is to be conducted in a safe manner, giving priority and right of way to pedestrians. Cooperating with motorists and yielding right of way is also expected.
In line skating, roller skating, skateboarding and use of similar devices are permitted under the above policy with the following prohibitions:
- Such activity is not allowed within any campus building. (Such devices must be removed at the entrance to the building and may not be worn or used inside any campus building).
- Such activity is not allowed on prepared sports surfaces such as, but not limited to, tennis courts or synthetic turf areas.
- Such activity is not allowed any place where such use causes actual or potential damage to the physical plant of the College, or risks the safety of any member of the College community. Examples of such places include, but are not limited to, handrails, steps, ramps, fountains, statues, historic or information plaques, campus signs, raised surfaces, etc.
Failure to comply with this policy may result in disciplinary action that may include the cost of repair or replacement of any damaged property as well as other sanctions.
Motor Vehicle Registration and Use Policies
The regulations are based upon the principle that operating a
motor vehicle on the Carthage Campus is a privilege granted by
the College. The College has adopted the following regulations to
assure safe, courteous and orderly vehicle operation and parking.
It is the responsibility of all drivers to know and follow these
regulations.
All employees and students, full and part time, are required to register their motor vehicle with the College and obtain a parking permit. This includes cars, trucks, motorcycles and motor scooters. Residential student permits are limited in number and are specific for a single lot. All permits remain the property of Carthage College and when asked, must be surrendered to the College. A parking permit becomes invalid when that student graduates, withdraws or changes residency status. Permits may not be transferred from student to student. Pro-rated rebates will be given for permits returned to the Business Office before the end of the academic year.
Carthage College assumes no responsibility nor creates any liability, for the care and/or protection of any vehicle, or its contents, while on campus. The College assumes no responsibility for security of vehicles or their contents, while moving or parked in the areas subject to Carthage jurisdiction. All employees and students use parking facilities at their own risk.
Carthage students, faculty and staff are expected to abide the Motor Vehicle Registrations and Use Policies. Parking resources are finite and have been allocated towards maintaining an orderly community. Parking is permitted only in locations that individual permits allow.
Commuter Permits
All commuting student vehicles are required to have a sticker affixed to the lower drivers' side front windshield. Commuter student permits allow parking in designated commuter lots or commuter labeled spaces only. They are not valid for overnight parking. Overnight parking is defined as the time when the residence halls close to visitors (established visitation hours). Commuter permits are available without charge. Commuter permits can be obtained in the Security Office, the Business Office, and the School of Professional Studies.
Residential Permits
Residential student permits allow for overnight parking but are restricted to a specific lot, designated on the permit. Residential permits must be affixed to the interior driver's side lower windshield. Permits must be visible to prevent ticketing or towing of the vehicle
Temporary Permits
Temporary permits are available for guests and resident student vehicles for a short period of time. A resident student may register a vehicle for up to seven days in any academic term. Any student vehicle that will be on campus longer than seven days during any academic term must display a regular parking permit. Guests who have a vehicle on campus may register their vehicle for up to three days at a time, in accordance with the college's visitation policy. The Campus Security Office is open 24 hours; you must immediately register any vehicle you park on campus. Vehicles with an expired regular or temporary permit, or lacking any visible permit, are subject to tow without prior notice.
Auxiliary Housing (Lot S) Permits
All students who reside at the Best Western will be issued commuter student permits. All regulations for commuter parking are applicable to Best Western residents. Overnight parking for Best Western residents is limited to the designated Best Western lot. Students who reside in the 17th Street campus apartments may purchase a Lot S permit based on availability. Carthage will sell only the correct amount of permits to fill the apartment lot. Students who are unsuccessful in purchasing a Lot S permit may apply for a Lot V permit, based on their availability.
Any vehicle parked at one of these satellite campus housing facilities must display a valid parking permit for that specific lot. Vehicles may not be parked on the lawns of these facilities and local ordinances prohibit overnight street parking on 17th Street.
Prohibited Parking Locations Including Campus Drive
Any vehicle parked on the campus grounds with any wheel off the roadways or parking lot may be ticketed or towed. The vehicle owner will also be liable for the damage to Carthage grounds and property. Student vehicles parked in faculty or staff spaces, visitor's lots, any service drive or loading dock, restricted spaces, fire lanes or on any campus drive may be ticketed or towed without prior notice. Allowing for unloading into the residence halls, residential students may park on the campus drive in front of Johnson, Denhart, South, Tarble halls, or the Oaks residential village for a period not to exceed 15 minutes. You must keep your flashers and lights on during this unloading grace period. Student cars parked on the campus drive without their lights and flashers on, or for more than 15 minutes, may be ticketed or towed without warning.
Under no circumstances may students park on either side of campus drive in front of any academic building, the Todd Wehr Center, the Chapel, Hedberg Library, or the Tarble Athletic and Recreational Center. Students are also prohibited from parking in the Lentz Hall Visitors, except for the two posted "15 minute only" spaces; Lentz Hall reserved spaces or the Lot I (TARC) Visitors lot. There is no grace period for parking in front of any academic building. Students are not permitted to park on the west side of campus drive at any time. Although not an exclusive list, students must be aware they parking is prohibited in the following areas: the fire lane entrances to Lot J, South hall, and the Oaks; the service drives to Hedberg Library and the Todd Wehr Center or the TWC loading dock. These drives are not unloading zones and may not be used as such. Student cars parked in these areas are subject to ticketing and towing without prior notice.
Major Violation Tickets and Towing
Residential students must park only in the lot designated by their permit. Commuting students must park only in lots or specific parking stalls designated for commuting student use. Parking in an unauthorized area or in a lot, for which their car is not permitted, may result in the immediate towing of the vehicle. Should the vehicle be towed to an off campus impoundment lot, the student will be required to pay the towing firm their normal rate and storage fees and receive a Major Violation ticket. Should the vehicle be towed to an on campus impound area a major violation ticket will be issued. Major Violation tickets currently carry a $100.00 fine. Unauthorized parking in a disabled parking space or bus stop, or trespass parking (uninvited parking on campus without a permit) is also a violation of state and city codes. These vehicles may also be subject to ticketing and/or other actions by the Kenosha Police Department. Students needing to use labeled disabled spaces must display a valid disabled permit obtained from an appropriate State authority. Carthage does not have authority to grant valid disabled parking permits even of a temporary nature.
The regular fine structure is:
First Offense: The Citation is considered a warning and carries no fine
Second Offense: The citation carries a $20.00 fine
Third (and any future) Offense: A Major Citation ticket is issued which carries a $100.00 fine and the vehicle may be towed with additional towing fees assessed.
Carthage reserves the right, based on the needs of the campus, the safety implications of the situation or the disruption of campus business to tow vehicles on the first offense and without warning as published in these policies.
Lost or Stolen Permit
Each student is responsible for his/her vehicle while on campus regardless of who is driving. Parking tickets will be issued and fines placed to the account of the registered permit owner. Should your permit be lost or stolen, report this to the Campus Security Office. Unless reported to the Campus Security Office, you will be responsible for all citation fines issued to your permit number.
Moving Violations and Ticket Appeals
Moving violations, such as failure to obey traffic signs, speeding, reckless driving, etc. are subject to fines ranging from $50.00 to $100.00. The speed limit throughout the entire campus is 15 miles per hour. The Associate Vice-President for Business and the Campus Security Director will determine the amount of the fine on a case-by-case basis. Ticket fines are regularly included on a student's master account with the College. You may appeal any ticket to the Campus Security Director. Ticket appeals must be received, in written form, within 72 hours of the citation issuance. You may also appeal a ticket online at http://www.carthage.edu/security/parkingappeal.html. Your appeal must contain the citation number and date of its issue.
Revocation of Permits
Carthage reserves the right to revoke the parking permit and/or refuse to issue any future parking permits to individuals who exhibit a history of repeated offenses, or endanger others, or damage College property, by the careless use of a motor vehicle. Carthage also reserves the right to refuse the issuance of a parking permit to any individual who does not obtain a permit in a timely fashion. A ticket/tow history indicating that a vehicle has been parked on campus multiple times for more than one week without a permit will be sufficient to initiate disciplinary action towards the responsible vehicle user.
Designated Lots:
Lot J: restricted to residential students with Lot J permits and designated staff
Lot I: restricted to faculty / staff and non-student campus visitors. Commuting students may park in the staff spots from 5:00 PM to 1:00 AM. Students may NOT park in the visitors' spaces at anytime.
Lot A: restricted to residential students with Lot A permits and appropriate staff. Commuting students may only park in the spaces specifically labeled for commuter student use. The designated staff spaces may be used by commuters from 6:00 PM until the end of visitation hours. Spaces labeled for TARC staff are assigned to a specific individual and are reserved on a 24/7 basis.
Lot D: restricted to staff and commuting students.
Lot C: restricted to Lot C permit holders, commuting students, staff and non-student visitors.
Lot N: restricted to staff, commuting students may use this lot from 5:00 PM to 1:00 AM
Lot H: restricted to staff and commuting students.
Lot E: restricted to staff from 7:00 AM to 5:00 PM, commuting students may use this lot from 5:00 PM to 1:00 AM
Lot V: restricted to Lot V permit holders, commuting students and guests attending events scheduled at the tennis stadium.
The 35th Street satellite parking facility is restricted to residential students with the appropriate permit. This satellite lot is designed for students who may need only occasional access to their vehicle.
Lentz Hall Visitors Spaces are restricted for use by business visitors and guests of the College. During the hours of 7:00 AM to 5:00 PM, no student vehicles may use these spaces.
Posting Notices and Advertisements Policy
Any publicity material to be posted or distributed on the campus must be approved and stamped in the Dean of Students Office, Monday through Friday from 8:00 a.m. until 4:30 p.m. This includes anny materials distributed by placement in campus public areas. Allow at least 24 hours for a posting to be approved. Publicity may be posted only in approved areas. Campus posting sites are maintained as a community announcement forum. These sites are not intended to be discussion or opinion forums. The Dean of Students Office reserves the right to limit or refuse any material considered inappropriate, offensive, inflammatory or of no interest to the campus community. Postings include but are not limited to flyers, posters, banners, mailbox stuffing & e-mail.
Specific points:
- Each piece must contain an original approval stamp. Once a poster is approved, the organization is responsible for stamping each item.
- All postings must contain the name of the sponsoring organization on the face of the advertisement.
- All forms of advertisement must be removed by the sponsoring group within three days after the event.
- Organizations advertising for an on campus activity are not permitted to advertise these events off campus without the approval of the Director of Student Activities and the advice and consent of the Office of College Relations.
- All campus publications, items produced for distribution or postings, may not contain alcoholic beverages, other drugs or sexual paraphernalia explicitly or implicitly. Brand names associated with alcohol or other drugs, including logos, symbols, graphics, etc., will not be approved.
- Reference to a bar or tavern will be permitted only in the event that the consumption of alcohol is not implied (i.e. Tickets for the dance can be purchased at Ron's Place).
- Postings deemed by the Dean of Students Office to be offensive or inconsistent with the mission of engendering constructive development within the College community will not be approved.
- Postings may not deface College property.
- Distributing flyers, placing materials under residence hall room doors or posting flyers on automobiles without permission from the Dean of Students Office is prohibited. Door hangers may be permitted with prior approval.
- Novelty items sold or given away, E-Mail messages or other forms of campus announcements that cannot be stamped must conform to the posting policy.
- Table tents or other forms of advertising to be placed in the dining halls must be stamped in the Dean of Students Office and be approved by Sodhexo's on-site manager.
- Any items posted on the cafeteria stairwell must be hung with ticky tack or masking tape. Any items posted on kiosks or bulletin boards must be hung with thumbtacks or staples.
- Carthage organizations may use the Lentz Hall lobby display case with the approval of the Office of College Relations. Contents of the case are subject to the guidelines of the posting policy.
- Signs must not be attached to sidewalks, trees, light posts, doors, glass, painted surfaces, sides of buildings, trash cans, fences or any other non-approved posting area. Postings in violation will be removed. The sponsoring group may be charged for any damage done to these areas.
- Off campus advertisers/solicitors are subject to all guidelines of this policy. Under no circumstances is door-to-door solicitation by off campus groups or individuals permitted.
- Removing an authorized posting in an authorized area before the end of the event is an act of vandalism and will be treated as such via the disciplinary system.
- Any college official may remove a posting that does not adhere to these policies.
- Failure to comply with the posting policy may result in sanctions for individuals or groups including but not limited to removal of posting, written warnings, fines or loss of posting privileges.
- Chalk decorations are permitted on sidewalks provided that they are in good taste and in an uncovered area to permit rain washout. Chalking is not permitted on buildings, streets or other outdoor surfaces.
- Chalkings must comply with all other elements of the posting policy.
- Chalkings are only allowable by carthage student organizations. All other individuals or groups are prohibited from chalking.
- Chalkings are strictly limited to uncovered sidewalks. Chalkings are prohibited under the TWC catwalk, on walls, on stairs.
- Violations of the Chalking guidelines may be treated as vandalism under the Community Code.
- Posting is not permitted on bulletin boards that have been designated for Resident Assistant use.
- Special requests for posting in an area that is not listed may be submitted to the Director of Student Activities for consideration.
- Any items not covered under this policy should be presented to the Director of Student Activities for review on a case-by-case basis.
- Unsolicited mass e-mails, unless approved by the message center or another authorized College office, are prohibited.

Sexual Assault and Acquaintance Rape Policy
Sexual assault, including rape, can be defined as any forced and/or nonconsensual sexual contact made toward another person, or any sexual contact with a person unable to give consent. Acquaintance rape is sexual assault committed against someone the offender knows.
The victim of a sexual assault and/or acquaintance rape should contact a Residence Life staff member, Campus Security, or the local police immediately following the incident. The emotional and physical well being of the student, immediate medical attention and documentation of the incident are a priority of the institution.
All incidents reported to Residence Life staff members and/or Campus Security will be investigated and adjudicated in accordance with the judicial procedures set forth in the Carthage Student Community Code. Serious disciplinary action, including suspension or dismissal from the College may result.
Counseling information and educational program materials regarding sexual assault and acquaintance rapes are available from the Health & Counseling Center (262-551-5710).
Solicitation Policy
In general, the College prohibits unauthorized solicitation on the Carthage campus. The following statements govern individuals, groups and outside organizations which wish to solicit students and/or employees, sell products and/or services and promote these products and services.
Off-Campus Representative:
1. Off-campus Individuals or companies wishing to distribute or to sell their services or products must be authorized to do so by the Vice President for Business and Finance.
2. A company representative, seeking students for employment part-time or full-time, must see the Career Center Director for authorization to post advertising and to schedule a visit to the campus.
On-Campus Organizations:
1. Selling, soliciting or promotion of services or product sales must be coordinated with the Director of Student Activities.
2. Selling or soliciting by recognized Carthage organizations must occur only in campus building lobbies or the Todd Wehr Center. Door-to-door selling in any campus building is prohibited.
Individual Selling:
Individual students selling services or products cannot sell door-to-door in any campus building, or set up displays for individual gain. Acceptable notices (posters, newspaper ads) may be used to promote sales. Posters must be approved in the Dean of Students Office. Carthage College resources (i.e. residence hall rooms, campus network resources) cannot be used for commercial selling or solicitation. Any questions concerning the above policy should be directed to the Dean of Students or the Associate Dean of Students.
Speaker Policy
Carthage College recognizes that any policy statement in this area involves affirming academic freedom as well as institutional and personal responsibility. Therefore, regarding to speakers invited to campus, Carthage College recognizes that:
1. Affording members of the College the privilege of inviting representative speakers to address them is sound and should be encouraged. Furthermore, since free inquiry and free discussion are essential to educational development, a recognized College organization or committee may invite any speaker to speak on campus. Before an invitation is extended, the advisor(s) of the respective organization must be consulted; however, advisors shall not have the power of veto over the invitation. Also, before the invitation is extended, the inviting committee or organization must register the proposed event with the Director of Student Activities. If, in the light of this speaker policy statement, the Director of Student Activities feels the proposed event should be considered further, he/she may refer the matter to the Quality of Life Committee. The Committee shall not have the power to veto, but shall strive to see that there is an overall balance in the variety of speakers presented, and to ensure that those who hear a speaker have the right to expect from a responsible presentation of an issue.
2. Sponsoring guest speakers does not imply approval or endorsement by the College of the views expressed by the speaker. Furthermore, speakers should always appear within the context of the total educational program of the College and their appearance should help develop mature, thinking persons who are aware, also, of the Christian dimension applicable in each situation. Because speakers do appear within the context of the total educational program and because in some instances it is crucially important to remain within that context, the Quality of Life Committee may consider it wise and appropriate to open some programs only to the College.
3. All contracts made with outside speakers must be signed by the advisor of the organization responsible for bringing the speaker to campus and the Director of Student Activities.
Student Mailroom
The Todd Wehr Center Mailroom receives and distributes student mail to the mailboxes in the TWC and Lentz Hall. All students are assigned a mailbox for the duration of their stay at Carthage. Residential students are assigned boxes in the TWC and commuter students are assigned boxes in Lentz Hall. All students are issued a mailbox key and must turn that key in at the end of each academic year. There is a $15 charge to replace a lost mailbox key.
All students must fill out a forwarding address card prior to leaving Carthage for their first extended break (i.e Winter Break or Summer Break). Since these addresses are kept on file, students need only fill out the forwarding address card once during their enrollment at Carthage unless their forwarding address changes during that time. Additionally, once students graduate, or if they become commuters, it is essential that students fill out a new forwarding address card with the TWC mailroom.

Student Records Policy
The Family Education Rights and Privacy Act of 1974 ("FERPA") became effective November 19, 1974. Carthage College implemented the following procedures to comply with the intent of the Act.
1. Students have the right to review and inspect substantially all of their education records maintained by or at the institution. A written request must be made to the Registrar's Office or the Dean of Students Office stating the specific record that the student wishes to examine. After receiving the written request an appointment will be scheduled within a reasonable amount of time, but in no case more than 45 days after the request has been made. Review and inspection of the student records will be made in the presence of staff.
2. Information that is public includes name, address, enrollment in a course and/or program, year in school and telephone number. Non public (personally identifiable) information will not be released from an education record without the prior written consent of the student except under one or more of the conditions listed below:
a.The disclosure is to a parent or legal guardian of a student under the age of 21 of information regarding any violation of any federal, state or local law or of any rule or policy of the College governing the use or possession of alcohol or a controlled substance if the College has determined that the student has committed a disciplinary violation with respect to such use or possession.
b.The disclosure is of the final results of any disciplinary proceeding conducted by the College against a student who is an alleged perpetrator of any crime of violence (as that term is defined in Section 16 of Title 18, United States Code) or a non-forcible sex offense, if the College determines as a result of the disciplinary proceeding that the student committed a violation of the institution's rules or policies with respect to such crime or offense. The information shall include only the name of the student, the violation committed and any sanctions imposed by the College on the student. The College may include the name of any other student such as a victim or witness, only with the written consent of that other student. The College will notify victims of sexual assault of the outcome of any disciplinary proceeding against the alleged perpetrator.
3.Student grades, disciplinary letters and other informational correspondence will be sent to the parents unless a student is classified as an independent student.
4.Carthage College reserves the right to share educational information with succeeding institutions as allowed by current legal provisions. Carthage destroys disciplinary records 5 years after a student leaves the College.
5. The FERPA regulations allow for non-public student information
to be shared with faculty, advisors, coaches and other staff on a
need-to-know basis.
Swimming: Lake Warning
Students should be aware that the water in Lake Michigan is very cold and strong currents or dangerous undertows are present. No supervision is supplied by the College or the City of Kenosha, who owns the beach area contiguous to the campus. Therefore, individuals swim at their own risk. In winter, the lake shoreline freezes forming ice floes and ice piles which are very dangerous! We ask that students not climb or walk on them! What may appear to be solid ice is often hollow or "rotten" and will easily collapse.
Tobacco Policy
The health of each member of the Carthage Community is important to the College. Therefore, the College prudently takes appropriate steps to safeguard the health and safety of Carthage students, faculty and staff. In as much as the use of smoke-emitting tobacco has been shown to be hazardous to the health of the user and those who must breathe the ambient air, the College enforces this policy:
With the following exception, smoking is prohibited completely in all buildings on campus. Smoking is prohibited within 25 feet of residential facilities. The only exceptions to this general prohibition is the Lentz Hall Employee/Smoking Lounge, which is a designated smoking area. Posted signs indicate that this area is a smoking lounge.
The use of chewing tobacco shall be prohibited in all classroom buildings, the Library, Wartburg Auditorium, Fritch and Siebert Chapels, all athletic facilities and the Todd Wehr Center. Use of smokeless tobacco is restricted to individual residence hall rooms. Improper disposal of smokeless tobacco waste will result in disciplinary action. There shall be no sale of tobacco products on the campus. Voluntary compliance with this policy is respectfully requested by members of the Carthage Community and visitors alike.
Vandalism Policy
Any act of vandalism breaches the campus community rules and regulations. Violators may be subject to serious disciplinary action, up to and including immediate suspension, and will be required to show cause why they should not be dismissed permanently from Carthage College. In addition, offending students will be charged for any repairs, replacements or cleaning necessary to restore the area or objects to the original condition.
Residence Hall Common Area Damage
If no individual is directly identified as being responsible, the damages will be charged to the wing, floor, building or group most closely related to the damages. Each residence hall floor community should recognize that the community's basic goal is one of respect and personal responsibility. Students accept the responsibility for common area damage and vandalism by either identifying or reporting violations/violators, or sharing the cost for repairs and damage among floor members. Each student in the community has a responsibility to take an active role in maintaining, enforcing and reporting vandalism in their community.
Vending Machines
Campus vending machines are located in academic buildings and the residence halls. Please contact the Business Office for all refunds and repairs.
Withdrawal Forms
Withdrawal forms are available in the Registrar's Office. The form includes detailed instructions that should be followed by all students withdrawing from the College. The Dean of Students Office staff cannot sign the withdrawal form until a student has completely vacated his/her room and has returned the key(s). All resident withdrawal forms should be turned in to the Registrar's Office. Failure to complete the official withdrawal process can result in problems obtaining transcripts, financial aid records and readmission.
