Introduction and Table of Contents

It is the policy of Carthage College and the responsibility of its administration and faculty to provide equal opportunity without regard to race, color, religion, age, sex, national origin, or sexual orientation. As a part of this policy, the College strongly disapproves of any or all forms of sexual harassment in the workplace, classroom, or residence halls. This policy applies to all phases of the operation of the College.

Further, the College will not discriminate against any employee, applicant for employment, student, or applicant for admission because of physical or mental handicap in regard to any position or activity for which the individual is qualified. The College will undertake appropriate activities to deal with qualified handicapped individuals without discrimination.

The Vice President for Business and Finance shall be responsible for College-wide administration of this policy.

Organization of the College


Preamble

Carthage College is a church-related institution of higher education. Voluntarily associated by desire and by history with the Evangelical Lutheran Church in America, the College places sovereign, governing responsibility in a self-perpetuating Board of Trustees. (See Appendix A, the Constitution of Carthage College.)

Although the Trustees ratify the strategic direction of the College, and monitor progress toward strategic goals, they affirm a shared governance system in which the faculty play a key role in managerial decisions. The Trustees recognize the professional expertise of the faculty and look to the faculty for guidance in all academic matters, including faculty appointments and reappointments, curricular structure and requirements, and prioritization of academic support activities and expenditures. In all of these matters, the members of the faculty play a key advisory role and carry supervisory responsibility.


Board of Trustees

The Board is composed of not more than thirty members. The Board meets in the fall, winter and spring of each year. Standing committees of the Board include the Executive, Investment, and Nominations Committees. The Executive Committee of the Board generally exercises the powers of the Board of Trustees when the Board is not in session. The President of the College is a member ex officio of all committees. Representatives of the faculty and some members of the student body usually are present at regular board meetings.


President's Advisory Council

The President’s Advisory Council consists of the Officers of the College. As of January 1, 1995, they are: President, Dean of the College, Dean of the School of Professional Studies, Dean of Students, Vice President for Academic Information Services, Vice President for Business and Finance, Vice President for College Relations, Vice President for Enrollment, College Pastor, Director of Athletics, Registrar and the Special Assistant to the President.

President

The President, as chief executive officer of the College, is responsible to the Board of Trustees for the government management of the College and for interpreting and carrying out the policies of the Board. The President is in charge of all administrative divisions and all instructional departments of the College, exercising such supervision and direction as will promote their effective service. The President calls faculty meetings and is the Presiding Officer of those meetings unless he/she directs the Dean of the College to discharge this responsibility. The President is the official agent of communication between the faculty and the Board of Trustees, between the students and the Board of Trustees, and between any individual or College officer and the Board of Trustees.

Dean of the College

The Dean of the College serves as the chief academic officer of the College and is the senior executive when the President is absent. The Dean is responsible for the overall administration of academic affairs. He/she works with the President and academic administrators in recruiting new faculty members and in evaluating individual faculty members for purposes of compensation, reappointment, tenure, and promotion. The Dean manages resources for faculty development and advises the President concerning academic personnel decisions and policies. He/she has administrative responsibility for curricular design and the integrity of the curriculum. From time to time, he/she may appoint ad hoc committees to assist in the discharge of his/her responsibilities. The assignment and allocation of facilities, equipment, and other learning resources is done together with the Vice President for Business and Finance. Additional responsibilities include the review and approval of operating budgets for the academic divisions, and the overall academic accreditation and standards of the institution. The Dean of the College is the editor of the faculty handbook.

Dean of the School of Professional Studies

He/she is responsible for the School of Professional Studies, Career Planning and Placement, and the January Term.

Dean of Students

The Dean of Students is responsible for student life on campus, including counseling, organizational activities, health and wellness services, and the administration of student housing. The Dean of Students is the editor of the Community Code.

Vice President for Academic Information Services

he Vice President for Academic Information Services is responsible for the implementation and maintenance of all academic information technology on campus, including academic computing, the library, and media services.

Vice President for Business and Finance

The Vice President for Business and Finance is the chief business officer to the College. He/she has responsibility for the financial affairs of the College, including management of the College’s operations, endowment assets, and preparation and administration of the annual budget. The Vice President for Business and Finance is responsible for the maintenance of buildings and grounds, campus planning and engineering, financial records, employee benefits administration, and non-academic personnel management. He/she collects and receives all money arising out of tuition, gifts, bequests, or otherwise for the benefit of the College.

Vice President for College Relations

The Vice President for College Relations is responsible for current fund raising, alumni affairs, College publications, parent relations, public relations, community and corporate relations, and capital fund raising.

Vice President for Endowment

The Vice President for Endowment is responsible for the recruitment, admission, and retention of students. He/she also is responsible for the administration of all College, state, and federal aid programs.

College Pastor

The College Pastor coordinates the chapel services and serves as a resource for counseling faculty, staff and students. The College Pastor also serves as the liaison between the College and synods and congregations of the Evangelical Lutheran Church of America.

Director of Athletics

The Director of Athletics is responsible for the conduct of all intercollegiate athletic programs, club sports, and intramurals.

Registrar

The Registrar oversees registration for all courses at the College. He/she also maintains the permanent academic records of students, administers class scheduling, and evaluates transcripts for academic work done elsewhere.

Special Assistant to the President

The Special Assistant to the President is responsible for the routine operation of the Office of the President, and coordinates the activities of the external advisory committees of the College.


Faculty

The faculty consists of the officers of instruction, the President of the College, the Dean of the College and such other members of the administration as may be so designated by action of the Board. Officers of instruction are full-time faculty members on permanent or temporary appointment and those on reduced-load appointments.

The faculty shall govern and control the educational affairs of the institution under the supervision of the President and subject to approval by the Board.
The faculty:

* makes recommendations to the President and the Dean of the College regarding academic program;
* carries primary responsibility for the curricular content of the academic program;
* carries primary responsibility for setting academic standards and expectations;
* sets procedures for its own governance, including the selection of officers of the faculty and establishment of committees of the faculty;
* make recommendations regarding recruitment of members of the faculty, and evaluates colleagues for retention, tenure and promotion.
