Points Placards and Motions
This conference tries to provide delegates with an opportunity to practice parliamentary procedure. However, it is not our intention to be so strict about procedure that it gets in the way of a good educational simulation. Included below is the procedural order we will be following at the conference.
PROCEDURES:
- Roll Call
- Opening Statements by the Chair
- Move a topic to the floor (second required; debatable; simple majority)
- Speakers' list OR a motion to caucus
- raise hand/placard to be acknowledged
- Speakers' List (second required; debatable; simple majority) OR
- motion to caucus for ___ minutes (must be seconded; simple majority)
- Speakers list
- Motion to limit speakers time to ___ minutes (second required; debatable)
- Caucus for writing resolutions (15 minute maximum request at a time)
- Speakers list to discuss resolutions
- Caucus to combine resolutions
- moving from blocs to resolution by consensus.
- Motion to vote (Call the Question)
- Second required; debatable; simple majority
Dilatory: Delaying (if you get off topic you will hear this)
We strongly encourage delegates to speak on behalf of their country in front of the entire Special Plenary session.
CONFERENCE AWARDS ARE DETERMINED BY:
The effectiveness of the student at the Conference in playing the delegation's role; Clearly stating the country's position and basing all actions on this; Effectively working with other countries, both on the floor and in caucusing; Effectively working toward a consensus of the body, when appropriate.
The top three delegates from each session will be recognized.
