Told as a series of linked short stories all occurring on All Hallows Eve (Halloween) from 1943-1949, When the Whistle Blows is a superb novel for young adults in which the setting is historical, yet the characters and emotions are timeless. 

Each chapter is written in voice of Jimmy, the youngest of three brothers, son of a railroad foreman. All the boys have a passion for the railroad, which is central to their lives in Rowlesburg, West Virginia. With the foresight to see diesel engines replacing steam locomotives, Dad strongly discourages his sons from working on the railroad, but the boys don't listen. The first story tells of a midnight meeting when the men of the town gather at the funeral home over the body of Jimmy's Uncle Dick. The men share memories and appear to belong to some kind of secret society. Subsequent Halloweens demonstrate the maturation of the family, especially Jimmy, with foolish cemetery antics, school policies toward deer hunting, a championship football game, the introduction of the diesel railroad, a tragic accident, and finally Jimmy's initiation into the secret society.

In her debut book, Slayton captures not only the time and place, but also the authentic voice of a teenager growing up in the 1940s. The fullness of Jimmy's dad's character is disclosed in pieces, each chapter revealing his deep love and commitment to his family, behind his gruff, old and tired facade. Each story of All Hallows Eve is an adventure in Jimmy's life, well-written and full of humor and compassion.  The poignant final chapter wraps all the years and people together with an underlying foundation of faith, tradition, and commitment to life in the face of tragedy. Highly recommended for grades 6-10.
