Standards of Security
Standard No. 1 - Level of Security
Carthage will strive to make its campus a secure place for all members of its community. We accept the responsibility to marshal those forces that are within our control so as to ensure that our students and employees are able to enjoy a safe and secure campus.
Standard No. 2 -Building Access
Carthage, by nature, is an open community. In general members of the local community are welcome on our campus grounds and within reason, our campus buildings during the daylight hours. For the safety and protection of our students, our campus resources and the well being of guests themselves, some restrictions apply.
Residential facilities are always restricted to current Carthage residential students and their registered guests. Times of day restrictions are also imposed on Carthage students for specific single sex hallways. Unless advertised by notice of a special event, the public may not enter residential facilities. Specific building access policies may be found in the campus' Title II Report at http://www.carthage.edu/security/bldghours.html
Other facilities such as the Newton Tarble Athletic and Recreation Center and the Hedberg Library have posted hours for public access. Please contact the appropriate building supervisor/manager for additional policy information. Most campus buildings do close on a daily basis based on the academic and student life needs of the campus community. The Carthage Security Department will enforce the public access policies of the campus as developed and posted by the appropriate administrative authority.
Standard No. 3 - Grounds Access
The Carthage Campus is also the Alice Moody Chapin Arboretum and contains the Phil Sanders Audubon Cooperative Wildlife Sanctuary. The general public is invited to tour the campus grounds during the daylight hours.
Standard No. 4 - Monitoring of Outdoor Lighting
- Carthage Security will systematically monitor the operation of outdoor lighting in such a way that defective or burnt-out lights are reported within 24 hours of becoming dysfunctional. The campus Security - Maintenance system should ensure that burnt-out bulbs are replaced as soon as practicable upon being reported.
- If a defective light cannot be repaired in a reasonable time after being reported and the absence of that light adversely affects security in the area, the campus community will be notified, usually via an e-mail alert of the situation.
Standard No. 5 - Instructing Campus Community about Security Procedures
- Carthage will ensure that all campus community members are adequately informed about security risks and precautions applicable to areas of the campus they may frequent and situations they may encounter.
- Carthage will inform all members of the campus community as to procedures for summoning aid in the event of a security emergency.
- The campus community should be informed of the importance of reporting all criminal incidents immediately.
Standard No. 6 - Information about Criminal Incidents
One or more institutional administrators, outside the campus security organization, should be systematically informed about criminal incidents occurring on the campus so as to be able to determine the requirement for special warnings to the campus community and/or to institute other special security measures. Campus Security Incidents are to be delivered daily to the functional management, specifically the Associate Vice President of Business. Copies will also be delivered to the Dean of Students Office.
Having responsibility for student residence and general student conduct policies, the Dean of Students will assume primary management oversight of all matters involving student behavior and interaction. Internal student disciplinary procedures will be initiated upon the action of the Dean of Students staff. Communications dealing with perceived risks, security and crime that are directed towards the student body will be under the management and purview of the Business Office.
Having responsibility for physical plant and risk management of the campus, the Business Office will take actions to correct physical plant issues relating to security and safety. Communications dealing with perceived risks, security and crime that are directed towards the campus employees will be under the management and purview of the Dean of Students.
The Business Office and Student Affairs managers will coordinate efforts and communications to present a unified and comprehensive communication effort on campus security and crime relating to the Carthage Community. Instances of a severe emergency may result in the convening of the campus emergency response committee directed by the designee of the President's Office and as defined in the Campus Emergency Response Manual.
Standard No. 7 - Responsibility to Respond to Security Emergencies
Carthage will designate one or more responsible persons to be on duty or on call to respond to security emergencies at all times. The responsibility to respond to a security emergency includes both the responsibility to provide or obtain any needed assistance for crime victims and the responsibility to make any necessary discretionary decisions on behalf of the institution.
Standard No. 8 - Administrative Oversight of Security Department
The chief or manager of campus security will report to a senior College administrator so that the security function may provide direct and prompt communication to the highest level of Carthage management.
Standard No. 9 - Supplemental Security for Special Events
For special events that will draw a substantial number of people, including outsiders, to the campus, such that its regular security force and/or other regular security measures will not be adequate, Carthage will retain supplemental security service for the event. Carthage will assume responsibility for ensuring that the duties of such supplemental personnel are adequately defined and that all foreseeably necessary security functions are covered.
Standard No. 10 - Training Security Officers
Carthage will ensure that its officers receive training commensurate with the functions they are expected to perform, and that such training is maintained on a current basis.

Standard No. 11 - Probationary Period for Security Officers
Carthage will require newly hired officers successfully to complete a probationary period before being accorded all the responsibilities and privileges of a regular officer.
Standard No. 12 - Monitoring Performance of Security Officers
- Carthage will maintain documented procedures to monitor effectively the performance by security officers of their assigned duties.
- Carthage will ensure that the level of supervision of the officers provided is consistent with this standard.

Officer DevelopmentThe Security Director is responsible for the management and supervision of Securitas' security service at Carthage College. The Security Directors functions in the Quality Control plan include:
- Client Interface: Meets/Communicates with our primary contact, the Associate Vice President for Business, daily.
- Securitas Management Interface: Communicates weekly or as needed with District Manager
- Dean of Students Interface: Communicates as needed with representatives of this department.
- Operations compliance: Ensures that every officer is meeting Carthage College standards.
- Supervises the Shift Sergeants: Ensures that the Shift Sergeants are projecting our stated goals.
- Officer Selection Process: The Security Director interviews and approves all new hire officers.
- Officer Development: Ensures through constructive / positive feedback, training and recognition so that officers continue to be developed.
- Officer Performance Review Process: The Security Director and Branch Manager oversee the officer performance review process.
- Conducts announced off shifts inspections of the Security Staff.
We presently have four Shift Sergeants on our command staff. They are assigned to all four shifts (power shift assignment is 2000-0400) and their scheduled off days are such that the Shift Sergeant position is on duty 7 days per week. The Shift Sergeants are responsible for the supervision on their respective shifts. All four are capable of building teamwork, cooperation and consistency between shifts. Specific areas of the Quality Control Program that they are involved in are:

The Securitas Branch Manager role in the Quality Control Program began at the inception of the contract between Carthage College and Securitas. The Service Commitment and Service Plan were outlined before we commenced service. The Security Branch Manager interactions with Carthage College are as follows:
- Weekly interface with the Security Director.
- Interface with our contact, the Associate Vice President for Business, on a regular basis.
- Bi-Monthly interface with our command staff
- On a monthly basis, meeting with the entire staff
- Perform annual reviews in December. Criteria examined
include:
- Training Compliance: the District Director insures that all officers complete the following training.
- Advance Certification I, II, and III completion
- Driver Certification
- Securitas E-Learning Program<
- AED / CPR certification
- Securitas Service Excellence Program: To ensure consistency in the level of delivered service, Securitas builds service requirements into its local Client Service Plan and uses performance management and measurement tools to refine and tune the service offering over time.
Standard No. 13 - Arrest Powers
Carthage does not have a security force with the authority to make criminal arrests; hence we will ensure that there is a rapid and effective means of communicating security emergencies to the local police.
Standard No. 14 - Relations with Local Police
Carthage will maintain an established pattern of communications and relations with the local police.
Standard No. 15 - Incident Reports
Carthage will have a form for reporting disciplinary and other critical security/safety incidents.
Standard No. 16 - Security Vehicles
Carthage security personnel will be provided with such means of vehicular transport as are necessary, in view of the size and configuration of the campus, the number of security personnel deployed, and the extent to which campus security coverage is provided by the local police or other resources, to enable the security personnel adequately to perform those patrol, escort, and emergency aid functions which they are assigned.
Standard No. 17 - Student Security Patrols
Carthage may employ students in part-time security patrol jobs so long as such students are supervised by one or more responsible members of the security department. Students employed in such jobs should be instructed not to engage in confrontation with anyone they suspect of wrong-doing but rather to summon a regular security officer or the local police.
Standard No. 18 - Student Housing Security Rules
By its nature, Carthage is an open campus educational community. The College however recognizes the requirement to provide a safe environment particularly the living environment within our residence halls. For this reason, the College will enact policies that may reasonable restrict access by non-students and the public. The College will examine, on a regular basis, examine the physical, technological and policies that define that restriction and serves as the first line of safety for our campus residential students.
Standard No. 19 - Supervision in Student Housing
- Carthage will ensure that there is some form of responsible supervision of activity within student housing which promotes the security of the residents.
- Carthage recognizes that professional housing staff is in fact, responsible for safeguarding security in student housing and will provide this staff with training commensurate with such responsibility.
Standard No. 20 - Locking Outer Doors to Student Housing
Carthage will ensure that the outer doors to student housing are kept locked at all times while students are in residence. The campus Security Office will be responsible for monitoring the electronic locking system of the campus residence halls.
Standard No. 21 - Room-Door Locks in Student Housing
Carthage will ensure that students' individual room doors are equipped with locks which are reasonably secure against tampering. Carthage will take into account the degree of any security risk posed by the presence of outsiders in such building in assessing what quality of hardware is necessary to make room doors reasonably secure.
Standard No. 22 - Master-Key Control
Carthage will maintain and document adequate procedures to ensure that access to master keys is restricted to authorized personnel.
Standard No. 23 - Instructing Resident Students about Security Procedures
- Carthage will make reasonable efforts to ensure that all resident students are adequately informed about security procedures and rules applicable to their residence halls.
- Carthage will make reasonable efforts to ensure that each resident student in instructed how to react and from whom to seek aid if an unauthorized and unwanted person obtains access to a student housing building.
Standard No. 24 - Obtaining Emergency Aid in Student Housing
Carthage will ensure that there is a rapid and effective means of communication between student housing buildings and the security force or local police in case of an emergency and that resident students are informed as to its use.
