Alumna cuts through confusion of Affordable Care Act

Benefits expert Lisa Carlson ’84 helped members of the Carthage Business and Professional Coalition navigate the complex and ever-changing provisions of the Affordable Care Act.
Ms. Carlson, area senior vice president and compliance counsel at Gallagher Benefit Services, spoke during the coalition’s final 2013 luncheon Dec. 11 in the Todd Wehr Center. Her talk was titled, “What Now? Strategic Planning for Health Care Reform.”
Jokingly referring to the ACA as the “Attorney Job Protection Act” for its complexity, she clarified which penalties have been delayed until 2015 for employers who fail to implement certain sections of the law. Then Ms. Carlson reviewed the provisions that remain in force for 2014 and covered changes in the way relevant terms are defined, such as out-of-pocket maximums and wellness plans.
Along with Steve Hopp, area vice president of client development at the same firm, she later fielded specific questions from the attendees. The two executives have more than 40 years of combined experience in benefits management. Based in Itasca, Ill., GBS is the employee benefits division of Arthur J. Gallagher & Co., one of the largest commercial insurance and risk management companies in the world.
Ms. Carlson, who earned her undergraduate degree in psychology at Carthage, told the audience that Professor Ingrid Tiegel had been a major influence on her life. Prof. Tiegel has taught at Carthage since 1980.
Ms. Carlson later completed law school and has compiled more than 25 years of experience as an ERISA (Employee Retirement Income Security Act) attorney. During that time, she has developed in-depth expertise on benefits and human resource issues.
In his wrap-up remarks, Carthage President Gregory S. Woodward said Ms. Carlson epitomizes the versatility of a liberal arts degree.
“I’m so proud of you as an alum,” he said.
Mr. Hopp has been with GBS and its predecessor for 16 years. He manages client relationships, labor negotiations, plan audit services, and human resources outsourcing for clients in 38 states. He was the Chapman Executive in Residence at Carthage in fall 2012.
